how do you think through clues such as :
18 Even great men may be mean enough to have this (5,4) SMALL MIND
and
17 Locks which do not make one heavy-headed? Not exactly! (5,4) LIGHT HAIR

Now I know, but while I was solving, I could not decide upon what the answer should mean for these two.

18 was from the gist of the clue and the letters available from solving other clues!

17 was easier - Locks is hair and not heavy is light and there were letters indicating those words fitting there!
